Every time we rebuild, we’re not just replacing homes — we’re investing in resilience. Whether it’s restoring utilities, clearing debris, or constructing fire-resistant housing, each step brings the California community closer to safety and stability.

Rebuilding for Resilience

Los Angeles Mayor Karen Bass has issued a vital Emergency Executive Order aimed at helping Pacific Palisades residents rebuild their homes and businesses more quickly—and in ways that are better defended against wildfires and climate-driven threats.

This directive empowers City departments to:

  • Streamline permitting for homeowners choosing all-electric, fire-resistant rebuilds.

  • Promote the use of fire-resistant construction materials to enhance structural durability.

  • Enhance utility resilience, including improving power reliability during severe weather events.

Mayor Bass emphasized, “Getting residents home quickly and safely is my top priority – and we must rebuild with an eye toward the future.”

Progress at a Record Pace

Mayor Bass’s administration is steering what may become California’s fastest recovery ever. Highlights include:

  • Rapid utilities restoration in under two months—for standing residences. By comparison, after the Camp Fire in Paradise, CA, safe drinking water took 18 months to return.

  • Swift hazardous-materials cleanup, with Phase 1 clearing over 300 tons in just 28 days—surpassing expectations and previous benchmarks.

  • Ongoing Phase 2 debris removal, already completed across hundreds of properties, accelerating the path home for many.

Context and Community Impact

The Emergency Order comes in response to the devastating wildfires that sparked on January 7, 2025, burning over 23,000 acres, destroying more than 6,800 structures, and claiming 12 lives. Thousands were displaced, prompting urgent action for a resilient rebuild.

Why This Matters

  1. Faster Recovery – Targeted policy and interagency coordination are dramatically shortening timelines for rebuilding.

  2. Future-Ready Homes – Emphasizing all-electric systems and fire-resistant materials ensures long-term safety and sustainability.

  3. Infrastructure Fortification – By bolstering utility resilience, the city prepares for emerging climate hazards and strengthens emergency readiness.

Looking Ahead

The rebuilding effort is not just about replacing what was lost—it’s a strategic move toward smarter, safer communities. As the city’s recovery unfolds, key outcomes to watch include:

  • Reduced permit turnaround time

  • Expanded adoption of resilient building techniques

  • Improved planning for utility and emergency infrastructure

  • Equitable outcomes for all impacted residents, especially those with limited resources or insurance

Bottom Line: The Emergency Executive Order issued on March 21, 2025, marks a pivotal turning point in the Pacific Palisades recovery. By removing bureaucratic hurdles, promoting resilient design, and accelerating cleanup, the City of Los Angeles is paving the way for a stronger, more sustainable future for residents and their neighborhoods.
